Although one would have to ponder the quality of the metal, the site does provide an Australian contact number if that's any indication to go by.

EDIT 1:They also laser-engrave containers for what appear to be disposables. One that page, there is one only review - 5 stars. Genuine or not, I do not know.

Given a Gold Dollar, or a ZY razor can be a respectable shaver, we know nothing of this brand so I'd say it's 50/50 here. The comment from the reviewer is telling though;

It will never be used but looks stunning to display

You would have to be prepaired to shelf it. It may well be just a "razor shaped object". On the other hand, the scales are what are customised, if the blade is rubbish, change it out for one that isn't! A Gold Dollar even!
 
On second thoughts.. it looks like hand engraving. Wouldn't you be better off spending far less getting a known razor engraved at a trophy shop or something? Sure, no fancy box but at least it would be a quality razor.
 
'This razor blade and carry tin' - does the description as a 'razor blade' suggest that is is capable, or should be, of use for shaving?

I would have thought that this was a reasonable presumption. In which case if it wasn't then the purchaser would be entitled to a full refund under my, non-researched, recollection of Australian consumer protection law ...
